    California's community colleges follow a registration order set by state rules (California Code of Regulations, Title 5, section 58108). Groups the law names come first, including active-duty military and veterans, current and former foster youth, and students in DSPS, EOPS or CalWORKs. Next are continuing students who have finished orientation, placement and an education plan with a counselor. Merritt sets the exact order within those rules.
