Because it is intended for the student preparing to teach at that level, it frequently refers to and uses materials and methodology appropriate for students at that level, but it is not a methods course. The course is concept-driven with an emphasis on problem solving. Concrete manipulatives are used to give meaning to abstract mathematical concepts.
