    Prerequisite: None | Lecture: 1 hour This course supports the capacity of change agents to put democracy in action by reviewing the fundamentals of local government to effectively navigate the system and increase civic engagement using specific tools. Students will learn three frameworks for: identifying how systems work, speak- ing into the interests of an audience, and delivering an effec- tive message that affects change.
